Picture this: A romantic, albeit humble dinner for two, a little kissing, light petting (inside or outside of marriage - what's a little fun?), maybe some music. Two consenting adults who would like to put on a condom. They're smart enough to want to protect themselves. These people are in the mood. Maybe they should abstain. Maybe he should send this lovely girl home and splash some cold water on himself because the U.S. government has already budgeted about $8 million this year toward NOT PROTECTING PEOPLE!
What does the young Ugandan couple do? They wrap it in a garbage bag and hope for the best! Thanks PEPFAR!
